Horizons Hampton Roads is led by a team of dedicated professionals, deeply committed to our mission, with passion for the work and love for our students. They work tirelessly all year to plan for a summer filled with opportunity, engagement, joy, and community building.
Our Executive Director, Dr. Velvet Smith - AKA "Dr. V" - has more than 20 years of experience as an educator, much of it spent leading early literacy education for Portsmouth Public Schools. Her creativity, positive attitude, and acumen for educational research and best practices make her uniquely qualified to lead this progressive organization.

Dr. Velvet L. Smith brings over 20 years of experience in education to her role as Executive Director at Horizons Hampton Roads. She joined our team in 2023 to serve as Education Director and delivered creative programming and positive energy to the overall organization.

Director of Development and Community Engagement
Praveen earned his master's degree in educational policy and leadership from Stanford University and has significant experience in curriculum design and teaching focused on improving the outcomes of under-represented or marginalized groups of people.

High School Coordinator
Maggie Rosario is a proud alumna of Horizons Hampton Roads and a dedicated advocate for youth and families. She earned her Bachelor’s degree in Social Work from Norfolk State University and is currently pursuing her Master’s in Social Work at NSU.
Brenda Garrett »
Executive Assistant
Brenda has dedicated her life to supporting children and their families. She served as HHR's Executive Director from 2022-2024 and now serves as the Executive Assistant helping with grant writing, program planning and human resources.

Development Assistant
Cathy Martinez has been a dedicated member of the Horizons team since 2017. In her dual role as Enrollment Specialist and Summer Program Site Assistant, Cathy is a vital link between families and the program.
