Despite 38 years of awareness, summer education of low-income children continues to suffer.

The first study showing low-income children were suffering in the summer came out in 1975. Thirty-eight years later the problem persists, and that is why HORIZONS exists. Horizons is one answer to the achievement gap, but there are many more children in Hampton Roads that need serving.
